Contracts Manager

Report to: Operations Manager

To oversee the planning, preparation, development and execution of asbestos abatement projects ensuring they meet FEL, customer and regulatory requirements. In doing so, manage the organisation and application of Company Policies in all operational matters. Make Site Managers and Supervisors aware of their responsibilities and the means by which they manage operations for the Company. Ensuring regular reviews of project activities and performance so that the projects are delivered on time; meet customer’s expectations; are profitable and meet all environmental, health and safety legislative requirements.

Principle Accountability and Responsibility:

  1. Undertaking the role of Contracts Manager in accordance with the Company’s environmental, health & safety, quality and asbestos policies.
  2. Undertaking the role of Contracts Manager in accordance with the Company’s Employee Handbook.
  3. Discharging the Company’s duties as required by the Control of Asbestos Regulations, Management of Health and Safety at Work Regulations and CDM Regulations.
  4. To produce estimates / tenders adequate to contract conditions and statutory requirements and undergo contracts review. Providing estimated cost information to the accounts in the agreed format.
  5. To complete a formal weekly report with accurate information in agreed format.
  6. To be responsible for financial planning and organization against contracts, including the arrangement of site meetings and liaison on all matters between the Company, the client and /or their Agent.
  7. Liaising with the Operations Director and Operations Manager on all aspects of contract control and programme of works.
  8. Ensuring each undertaken contract as satisfactorily discharged in accordance with client requirements, company procedures and legislation.
  9. Ensuring contracts are completed to budgets (within the agreed percentage of the estimate cost).
  10. Ensuring contract costs are controlled and monitored. Invoices and payment applications are submitted in line with the contract conditions (including cost justification when required). Closing out all contractual issues including chasing outstanding monies and agreeing final account of the contract.
  11. Assisting with implementation of the Company Policy for Health and Safety, Legislation and Client Standards. Ensure all work is planned in accordance with legal and Company requirements and participate in regular reviews with Operation Managers to ensure that contract conditions are met.

  13. To inform Directors when dry stripping, work in a hot environment or the use of power tools is likely to be unavoidable. To ensure none of these activities are undertaken without Director’s approval.
  14. To be responsible for the determining the identification of hazards associated with the work to be undertaken. The risks associated with those hazards are assessed and control measures are defined within a plan of works (method statement).
  15. To ensure the plan of works includes the most appropriate order and method of working; the allocation of responsibilities between this company and others on the site; exposure assessments; risk assessments; COSHH assessments; HAV assessments; welfare and first aid and emergency preparedness arrangements; plant and equipment to be employed. Ensuring suitable and sufficient safe methods of working are defined to reduce those identified risks down to an acceptable level.
  16. To plan and manage the resources for each contract. Liaising with the Labour Managers to ensure the appropriate competence levels for staff and sufficient numbers of competent supervisors and operatives are available when required. To advise Labour Managers about contract specific training requirements.
  17. To be responsible for identifying plant, materials and equipment requirements to meet best value and contract requirements. Notifying the Logistics Department of these requirements and delivery dates, on the same day that the enforcing authority is notified.
  18. Arrange for the correct storage, packaging and disposal of waste and effluents in compliance with the Hazardous Waste Regulation 2005, the Control of Pollution Act 1974 and the Environmental Protection Act 1990.
  19. Discharging legal, environmental and safety responsibilities and deal with non-compliances in an appropriate and expedient manner.
  20. Providing appropriate information and instructions to Site Managers and Supervisors on working methods, site arrangements, safety systems and other contract and legal requirements. To ensure the site data pack is compiled and issue to the appointed Site Manager or Supervisor prior to the commencement of work. In doing so allow the Site Manager or Supervisor has sufficient time to review the contract information and make initial site arrangements. To ensure the control and distribution of appropriate documentation to site in accordance with the company policy.
  21. Make occasional site visits to ensure site staff discharge their safety responsibilities satisfactorily and deal with non- compliances in an appropriate manner. When on site set a good personal example by wearing all appropriate PPE
  22. When required appoint or assist in the appointment of sub-contractors and ensure they are issued with appropriate safety criteria for the contract concerned. Use only sub-contractors from the FEL approved database.
  23. To ensure contract records are maintained, including ensuring that the site data pack has been returned to the office and the completion of contract records at the end of the contract. To ensure site documentation is reviewed for completeness within timely manner.
  24. To cooperate in the reporting and investigation of accidents/incidents in accordance with Company procedures. To be responsible for closing out their actions from accident investigations, site inspections and audits.
  25. Ensuring all corrective actions identified by investigations, site inspections and audits are effectively closed out in a timely manner to prevent reoccurrence and areas for improvement are identified.
  26. Attend management meetings and provide information and advice, as required. To ensure that others are informed of important information / knowledge, so that best practice can be implemented throughout the company.
  27. Ensuring that subordinate employees are subject to appraisal trough the competency process.
  28. Providing support to disciplinary matters associated with contracts under their control.
  29. Other duties as required by the role and as dictated by the Business needs.

Position Requirements:

Ability to conduct audits / monitoring of project progress to ensure that they meet project objectives. Able to resolve issues when there are no clear or pre-defined solutions. Able to analyse business problems creatively and investigate possible solutions. Pro-active in dealing with clients and their issues.
KnowledgeA good understanding of the Control of Asbestos Regulations, Construction (Design & Management) Regulations, Management of Health and Safety at Work Regulations and the associated ACOPs and HSE guidance notes. An understanding of the Hazardous Waste Regulations and the company’s duty of care under environmental legislation.
ExperienceA minimum of three years working in the asbestos abatement or construction industry and minimum of one year experience of managing contracts/projects within the asbestos abatement or construction industry. Experience managing client requirements. Managing the full project lifecycle (specification, design, estimation, implementation, delivery, handover, close-out). Experience in the management and coordination of project teams. Experience of management of project budgets and financial reporting. Monitoring and reporting on project performance. Knowledge of forms of contract typical to the construction industry and experience of delivering projects under these contracts. Experience of managing contracts/projects within the construction industry under the controls of the CDM Regulations. Experience participating in and leading the tendering process.
